Plan Development Process

Technical Studies

The Project Team will complete seven (7) technical studies during the Update process. Each technical study will include a report outlining the conclusion or finding from the study.

The Technical Advisory Committee (TAC) will serve to review consultant developed documents and the public communication process for the Comprehensive Plan Update. The TAC will ensure the plan update includes metrics for goals. The TAC will meet in advance of Steering Committee meetings to provide feedback and recommendations on project direction.


Ensure the information used to shape the Comprehensive Plan is accurate, relatable and useful.

A community snapshot will be created to analyze and update the existing conditions of Georgetown. This will create a foundation for the planning process. It is important to examine and understand existing conditions before creating or updating recommendations for the future growth and development of the community. The report will include the following elements:

  • Summary of previous plans and studies (plans to be provided by the City),
  • Demographic profile (according to the most recent Census data available at the time of contract execution and information provided by City),
  • Summary of industry and economic drivers based on data provided by the City, and
  • Existing land use, existing zoning, and existing housing stock documentation.



The City desires a set of specific housing subtasks to be addressed as part of the Scope of Work. These include:

  1. Neighborhood classification
  2. Housing needs for specific demographic segments:
  3. Seniors
  4. “Workforce” population
  5. Low-income population
  6. Housing inventory
  7. Preservation analysis
  8. Future Land Use map coordination
  9. Housing Toolkit (programs and incentives)


  • Definition of affordable housing for Georgetown
  • Housing inventory of types and price points
  • Neighborhood classification
  • Preservation analysis
  • National example program overviews
  • Incentive strategies


The project team will develop a conceptual plan that establishes goals for urban design, street context/public improvements in the immediate area, and signage for City gateways. project team will also identify potential general locations for minor and major gateways. The recommendations will be used in future code updates to successfully implement the vision, goals and policies for the gateways.)

subarea plan policy, land use policy and urban design policy development


The project team will work with City (engineering and planning) staff to implement a subarea plan that was recommended in the recently adopted Williams Drive Study. The project team will use existing data, along with new ideas and innovations, to create a subarea plan that ties the Centers Area of the Williams Drive corridor to the updated Future Land Use map, and provides

The Project Team will work with the City to develop up to three (3) land use scenarios, which will be evaluated by criteria as directed by the City. Such criteria are anticipated to include the City’s fiscal impact model and up to five (5) other indicators as developed by the Project Team.  Additionally, the scenarios will consider the City’s Retail Recruitment Strategy, Work Force and Target Industry Study, and Economic Development Strategic Plan. One (1) scenario will be selected or adapted to become the final Future Land Use Plan Map.

Georgetown’s Future Land Use Plan (FLUP) is a policy document, which is intended to guide City staff and officials, as they make decisions on where, when, and how the City should grow. A land use plan that is understandable to citizens, City staff and the City Council will provide a cohesive and unified vision for developers and property owners as future development occurs within the community.


The map will consider the following:

  • Location of existing and future residential, nonresidential, and public land uses;
  • Location of environmentally sensitive areas or open spaces that should be considered when making future development decisions;
  • Location of future GISD facilities, as provided by the City;
  • Location of future land uses along major transportation corridors;
  • Previous economic development analyses;
  • Annexation plans; and
  • Integration with the other elements being updated in this planning process:
  • Housing,
  • Growth scenarios, and
  • Williams Drive Subarea Plan.

A key component of the FLUP is the definition and discussion of future land use types, including any new types of land use that may be applicable within the City’s planning area. Discussions of the types of land uses will include associated character guidelines, preferred locations, and general density guidelines for residential uses. These land use types will be developed to support the FLUP map. The revised FLUP map will identify specific land use areas for a specific style of development or redevelopment.

Policy Formation

The findings and recommendations from the technical studies and Technical Advisory Committee (TAC) will be reviewed and discussed by the Steering Committee, 15 member body appointed by the City’s Mayor and approved by the City Council. The purpose of this steering committee is to provide recommendations to City Council and the joint work sessions with the Planning and Zoning Commission and act as ambassadors of the Plan, building consensus within the Community.

Public Input

The public will be given opportunities to provide input and feedback through various methods including:

  • Public meetings
  • Virtual participation
  • Meetings-to-go
  • Staff presentations
  • Survey questions (once a month)
  • Idea boards
  • Outreach events

Public comment from each outreach event will be collected and presented to the TAC, Steering Committee and Joint Sessions with City Council/Planning and Zoning Commission and incorporated into the Update itself.

Policy Adoption

Recommendations from the Steering Committee will be presented for recommendation and action at joint meetings between the Planning and Zoning Commission and the City Council. There are anticipated to be four (4) sessions through the Update process.
